Will the December 13th race make for the shortest off season ever assuming that 2021 goes back to "normal"?

The second Bahrain race will be branded the Sakhir GP.

Assuming "normal" mean a mid-March start: no. That would be a 3-month
off-season; the break between the 1964 Mexican GP (25 October) and the
1965 South African GP (1 January) was only a bit over 2 months.

Actually 1959 to 1960 was a bit shorter - USA 59 (12 Dec) to ARG 60 (7
Feb), 57 days; 1964 to 1965 was 68 days.

Good catch - those early-to-mid-1960s seasons came immediately to mind
because of the odd scheduling of the South African event - late
December, then skipping a year by sliding into the beginning of January.

The second Bahrain race will be branded the Sakhir GP.
And will use a different circuit layout to the 29 Nov GP.

"The track has contrasting characteristics compared to the international
track layout and will have the highest number of race laps at 87 and be
the 2nd shortest circuit in Formula 1. Formula 1 simulations predict
qualifying lap times below 55 seconds and race laps below 60 seconds."
