I did take a look at this a couple of days ago, and it seemed that Scarbs was comparing the 2018 Haas to the 2018 Ferrari. But the criticism from the teams is that the 2018 Haas is the *2017* Ferrari.

It's been a big talking point. Though, as Haas have noted, nobody has spoken to them directly or lodged a protest.

Yay! Craig Scarborough and Peter Windsor dispelling the dark doubts and
illuminating the Ferrari cars with reason and logic!!!

Those two are increasingly becoming legends in each others lunchtimes (and
apart from the rest of the F1 press).
