I realise there's still a lack of clarity about what the 2020 season will
look like (apart from the 8 races which have been announced), but is there
any definitive list of which of the other races have been CANCELLED (i.e.
there is no chance that they will take place) and which have been POSTPONED
(i.e. there are still discussions ongoing as to whether they may take
place)?

There is no definitive list yet.

The following were 'cancelled':

Australia, Netherlands, Monaco & France

Five were 'postponed':

Bahrain, Vietnam, China, Azerbaijan & Canada

Seven are still 'probably' scheduled after the European races are completed:

Singapore GP 20 Sep
Russian GP 27 Sep

Japanese GP 11 Oct

US GP 25 Oct
Mexico City GP 01 Nov

Brazilian GP 15 Nov

Abu Dhabi GP 29 Nov

There are five free weekends between Monza & Abu Dhabi and 5 postponed
races. However, the logistics of getting to and from any of those 5
venues might be difficult.

Rather than typing out a list, that is sure to continue
to change, it seems best to just post a link to pretty

I hadn't read that page and was interested to read the following under regulation changes:

"The amount of fuel that can be outside of the fuel tank has been reduced from 2 litres (3.5 imp
pt) to 250 millilitres (0.44 imp pt). The level of driver aids for race starts was decreased."

I didn't realise that so much fuel could be stored in fuel lines, rails, pumps, filters etc.
previously. Perhaps this rule change has arisen after teams tried to emulate Ferrari's 'extra
power' and asked the FIA for clarification?
