Mercedes technical boss Paddy Lowe has moved to Williams instead,
where he will have a seat on the board

So reading between the lines of that artcile and including other info picked
up here and there it seems that Paddy wasn't happy playing third or fourth
fiddle as Mercedes (I hadn't seen him smile much lately - in fact often he
looked downright unconfortable last season) and/or didn't like the way the
team was run so swapped a middle position at a successful team for a similar
position at a less successful one, but with better prospects for advancement
within the team and perhaps more amenable (to him) management.
I wouldn't go as far as to say he's leaving the Germans to play their
patriotic behind-the-scenes favour-games* and moving instead to a
straight-forward out-in-the-open British team - where he's worked before and
obviously prefers wroking. However some might - and they might not be wrong!
[*] Having been with at MacLaren when Hamilton won his first title and also
moving to Mercedes he might have taken umbrage at seeing Hamilton's
championship-winning crew dismantled and Hamilton hamstrung for, if Wolff is
to be believed, what was a very odd reason indeed.
Yeah yeah. IMO etc. etc. etc.
